State Police investigate counterfeit $100-bill passed at Gardiner farm market

State Police in Highland are investigating an incident that occurred on September 14 at Tantillo’s Farm Market on Route 208 in the town of Gardiner. At approximately 3:36 p.m. a counterfeit 100-dollar bill, serial number LE09714562Ewas passed by the above pictured woman.

According to police, the woman had tattoos on her right forearm, left arm and on her chest, that said “Ethan” in a circle. She was a passenger in the pictured black Cadillac that was operated by a black male with no front plate or identifiable markings. Police said he has been known to pass the bills in the village of Florida, Orange County.

Police: Dutchess county bookkeeper stole over $140k from employer

On Tuesday, October 6, the New York State Police from the Rhinebeck barracks in conjunction with the New York State Police Financial Crimes Unit, arrested Samantha E. Manetta, 31, of Red Hook, for the felonies of second-degree grand larceny second-degree computer tampering.

Investigation determined Manetta stole over $140,000 from her former employer while working as an assistant in the office overseeing payroll and bookkeeping. Police also said she caused damage to the company website after her employment was terminated.

Manetta was issued an appearance ticket returnable to the town of Rhinebeck Court on November 5 at 5 p.m.

One injured in Kingston shooting

Members of the Kingston Police Department are presently investigating a shooting that occurred in the area of Elmendorf Street between Broadway and Belvedere Street.

The incident was reported at approximately 2:55 p.m. There is a male victim that was transported to HealthAlliance of the Hudson Valley.

The Kingston Police Department is being assisted by the New York State Police, Ulster County Sheriff’s Office and Town of Ulster Police.

Kingston police arrest two in Elmendorf St. shooting

Police have arrested two Kingston residents in connection with an October 7 shooting. 

That day, police arrested a 19-year-old Kingston resident, Jahsi M Quiles. The next day, a second arrest was made as a result of the investigation: Matthew J Harries, 21, also of Kingston. Both were charged with first-degree assault and fourth-degree criminal possession of a weapon. Quiles was charged, arraigned and released at arraignment. Harries is presently being held and expected to be arraigned today, October 9.

The shooting occurred on the afternoon of October 7. At about 2:25 p.m., members of the Kingston Police Department, New York State Police, and Ulster County Sheriff’s Office responded to a shooting in the area of Elmendorf Street between Broadway and Belvedere Street.

The victim, a 21-year-old Kingston male, was shot twice while walking on Elmendorf Street. The victim managed to run to a residence he was familiar with and was transported to the Health Alliance ER by a friend. He was treated at the Health Alliance and later transported to Westchester Medical Center for further treatment. He is in stable condition. 

During the course of the investigation a loaded handgun was recovered. The investigation is continuing and police are asking anyone with information to call 845-331-1671 or the Tipline at 845-331-4499. Police have assured all calls and information will be kept confidential.

The Kingston Police Department were assisted by the New York State Police BCI, Ulster County District Attorney’s Office Investigators, Ulster County Sheriff’s Office Detectives and Town of Ulster Police.

The initial responding New York State Police and Ulster County Sheriff’s Office units were members assigned as supplemental patrols in the City of Kingston. Members of the Kingston Police Emergency Services Unit were assisting in another investigation and were reassigned to help in the shooting investigation.

Police: Man broke into Saugerties woman’s home and sexually assaulted her

Last month, Saugerties Police Detectives initiated an investigation into a reported sexual assault that occurred during the overnight hours in the Village of Saugerties. The complainant reported to police that she was sleeping when she was awoken by a male standing in her bedroom next to her bed with his hand under her clothes and between her legs. The male fled the residence upon startling the victim. An Investigation conducted by police detectives has led to the arrest of 24-year-old Jairo A. Gonzalez-Palma on the charges of

  • Burglary in the 2nd Degree (Felony)
  • Forcible Touching (Misdemeanor)

According to police, Gonzalez-Palma has five prior arrests in Saugerties, one of which included burglary charges in 2018, when Gonzalez-Palma was also accused of illegally entered another person’s dwelling.

Gonzales-Palma, who is listed as homeless, was released on his own recognizance upon the court issuing an order of protection on behalf of the victim.

Rosendale Police car damaged in hit-and-run

Members of the Ulster County Sheriff’s Office report a hit and run motor vehicle accident involving a Town of Rosendale Police Car on Route 213 in the Town of Rosendale.

On October 7 at about 9:10 p.m., deputies responded to the area of Route 213 in the Town of Rosendale for a report of a hit and run accident involving a Town of Rosendale Police car. The resulting investigation concluded that Petra Gehrung, 61, of Cottekill, was operating her vehicle eastbound on Route 213, when she crossed over the double yellow line striking a marked Rosendale Police car, disabling the police car and leaving the scene. Gehrung was issued a ticket for leaving the scene of a property damage automobile accident, to appear in the Town of Rosendale Court at a later date.

Deputies were assisted with the investigation by members of the Town of Rosendale Police Department and Town of New Paltz Police Department.

State police charge former corrections officer with misconduct

On October 15, 2020 State Police arrested Mark Schomer-Dodd, 25, of Selkirk, on charges of Offering a False Instrument for Filing 1st degree, Falsifying Business Records 1st degree, and Tampering with Physical Evidence, all felonies, and Official Misconduct, a misdemeanor.

Police said that Schomer-Dodd, while employed as a correction officer at Greene Correctional Facility, fabricated a report following an altercation between two inmates. Schomer-Dodd was issued appearance tickets returnable to the Town of Coxsackie Court on November 2 at 4 p.m.

This case was referred to State Police by the New York State Department of Corrections and Community Supervision Office of Special Investigations.

Police arrest Kingston man in Rosendale gas station robbery

Yesterday at approximately 10:45 p.m., state troopers responded to a Mobil gas station on State Route 32 in the town of Rosendale for a report of a robbery in progress. When troopers arrived, the suspect fled the area. Using a description of the suspect and his vehicle provided by the clerk, troopers located and arrested a suspect, Gary L. Hoffman, 30, of Kingston.

He was charged with first-degree robbery, fourth-degree criminal possession of a weapon, and fifth-degree criminal possession of stolen property.

He was arraigned in the Town of Rosendale Court in front of Town Justice Hornbeck who remanded him to Ulster County Jail without bail.


Ulster County Jail inmate found with ‘green brown leafy vegetation’

Detectives from the Ulster County Sheriff’s Office report the arrest of Scott G. Chislett, 28, of Hurley, currently an inmate at the Ulster County Jail.

On Thursday, October 22, at about 4:40 p.m., corrections staff searched Chislett’s cell and reported that they found green brown leafy vegetation, as well as clear plastic wrap containing an orange film. The orange film field tested positive for suboxone and the green brown leafy substance was positive for marijuana.

On Sunday, October 25, Chislett was charged with the felony of first-degree promoting prison contraband. He remains in the Ulster County Jail pending arraignment in Kingston City Court.

Any person(s) charged with an offense or offenses are presumed innocent until proven guilty in a court of law.

New Paltz: Police make arrest in string of burglaries

The New Paltz Police Department detective division has been investigating a series of residential burglaries that occurred in both the village and town of New Paltz between September 13 and October 23 that involved the theft of copper piping from each residence.

Following a month-long investigation, probable cause was established to charge Eric J. Morgan, 30 of Modena, with several of the incidents. Detectives from New Paltz, Plattekill and Lloyd located Morgan in the Town of Lloyd and placed him in custody without incident. He was charged with two counts of 2nd degree burglary, a felony and two counts of 2nd degree criminal mischief, also a felony.

He was arraigned in the Town of Plattekill court and sent to Ulster County Jail with no bail due to his previous felony convictions in New York State.

This was a joint investigation between the New Paltz, Plattekill, Lloyd and Marlborough police departments and the New York State Police BCI in Highland.

Police: Armed robbery attempted at New Paltz jeweler

On November 2, at approximately 2:50 a.m., the New Paltz Police Department received a notification of a panic alarm at Imperial Jewelers in the New Paltz Plaza. Upon officer’s arrival, they observed two masked subjects inside the establishment that were armed with weapons.

The subjects then fled the area on foot. A loaded handgun was recovered from the scene.

The New Paltz Police Department was assisted at the scene by the New York State Police, Ulster County Sheriff’s Office and the SUNY New Paltz Police Department.

The investigation is being handled by the New Paltz Police Department detective division. Anyone with information is asked to call (845) 255-1357. Calls can be kept confidential.

Kingston police investigate hit & run that put woman in hospital

The Kingston Police Department is investigating a hit and run motor vehicle crash that occurred Thursday, October 29.

That night at around 10:24 p.m., a 38-year-old female was exiting the driver’s side of her car in the area of 442 Hasbrouck Avenue. Another vehicle, travelling on Hasbrouck Avenue from Foxhall Avenue toward O’Reilly Street, struck the vehicle and the woman as she was exiting. That vehicle was last seen crossing O’Reilly Street and continuing towards Grand Street. The vehicle was described as a smaller sedan, dark gray in color, possibly a Ford Fusion or similar body type, and should have damage on the passenger front of the vehicle.

The victim was transported to Health Alliance of the Hudson Valley and transferred to Mid-Hudson Regional Hospital in Poughkeepsie. She was being treated for contusions over her body, according to police.

Those with outdoor security cameras along the Hasbrouck Avenue and Grand Street are asked to check their cameras for the vehicle described above. Anyone with information about the crash is asked to call the Kingston Police Department at 845-331-1671. The department assures callers that all calls will be kept in confidence. Those wishing to remain anonymous can call the Kingston Police TipLine at 845-331-4499.

Police charge Ulster County man with possession of child porn

On November 4, State Police Bureau of Criminal Investigation arrested Edwin Laboy Jr., 34, of the hamlet of Wallkill for  Possessing an Obscene Sexual Performance by a Child, a class E felony.
State Police Troop Computer Crimes Unit were notified on January 21, 2020 by Facebook Messenger about multiple images of possible child pornography were uploaded and received by a cell phone in the hamlet of Wallkill. State Police Montgomery began an investigation in the allegations. The investigation led to the residence of Laboy Jr. State police were issued a search warrant on electronic devices belonging to Laboy Jr., where they say they located photographs depicting child pornography on an electronic device belonging to him.
He was issued an appearance ticket returnable to the Town of Newburgh Court on November, 18 at 5:30 p.m.

Saugerties police arrest man following shooting

A Saugerties man was arrested yesterday following a shooting at a residence on Route 9W in the town of Saugerties that injured a woman.

According to police, William “Billy” Babcock, 43, of 2731 Route 9W, Saugerties, physically assaulted a 22-year-old male at that residence, punching the male several times in the face before he was able to flee outside. As the male victim was standing outside the residence, police say Babcock discharged a 12-gauge shotgun through his living room window, striking a 48-year-old female who was standing in the driveway in the leg. A fight broke out between Babcock and other individuals at the scene in which Babcock sustained injuries.

Both the female victim and Babcock were treated at the scene by paramedics from DIAZ Ambulance and Mobile Life Support, then transported to the WMC Health Alliance Hospital Broadway Campus in Kingston for treatment of non-life-threatening injuries.

On November 6, 2020 Saugerties Police Detectives, with the assistance of the Ulster County Sheriff’s Office Dive Team, located the shotgun they believe was used in the shooting, which had been tossed into the Esopus Creek behind the residence.

Babcock was arrested and charged with the following felonies:

  • Felony Criminal Possession of a Firearm in the 2nd Degree
  • Felony Reckless Endangerment in the 2nd Degree
  • Felony Assault in the 2nd Degree

Babcock a registered sex offender who was previously convicted of a felony, accordin gto police. He was arraigned in the Town of Saugerties Justice Court and remanded to the Ulster County Jail without bail. 

Saugerties man charged with public lewdness

On November 12 at 8:05 p.m., Saugerties Police responded to the Wenton Motel, 3127 Route 9W, for several reports of a male masturbating in the parking lot.

Upon arrival, witnesses identified the male as 59-year-old Luther Nakapaahu. Witnesses report that Nakapaahu was watching pornography on a computer in his vehicle, while masturbating in public view.

Nakapaahu was taken into custody at the scene and transported to Saugerties Police Headquarters where he was processed on the misdemeanor charge of Public Lewdness.  Incidental to processing, Nakapaahu. was released on an appearance ticket returnable to the Town of Saugerties Justice Court on 11/24/2020.


Kingston man indicted on charges of sexual assault against two children

Devin Harkins, 29, 35 Amsterdam Avenue, in the City of Kingston, was indicted by an Ulster County grand jury on Friday, November 13  on the charges of Predatory Sexual Assault Against a Child, a class A-II felony  (two counts); Criminal Sexual Act in the Second Degree, a class D violent felony (three counts); and Endangering the Welfare of a Child, a misdemeanor (two counts).

The defendant was arrested on November 4, following an investigation by the Kingston Police Department with assistance from the Ulster County Family and Child Advocacy Center.

The investigation commenced when officers responded to a report of a crime in progress. The defendant was arraigned in Kingston City Court following his arrest and was released after posting bail.

District Attorney Clegg noted that the class A-II felony, Predatory Sexual Assault Against a Child, allows prosecutors to seek a higher charge on certain class B violent felonies involving sex crimes against children. He described the alleged conduct in this case as especially heinous, warranting the grand jury’s consideration of the more serious crimes.

The case is being prosecuted by Chief Assistant District Attorney Katherine R. Van Loan.  The defendant is represented by Michael Kavanagh, Esq. of Mainetti & Mainetti P.C.  The investigation is ongoing and anyone with information about this case or similar conduct by this defendant is asked to contact the Kingston Police Department as soon as possible at (845) 331-1671.

Police: Kingston laundromat sold marijuana, untaxed cigarettes

The City of Kingston Police Department reports the arrest of 71-year-old Joseph W. Rapp of O’Reilly Street in Kingston.

On Monday, November 16, the Kingston Police Department’s Special Investigations Unit and members of the Department of Taxation and Finance executed a search warrant at the O’Reilly Street Laundromat regarding the sale of marijuana and untaxed cigarettes. According to police, the search yielded a large amount of marijuana, untaxed cigarettes, processed THC edibles, business records, and over $16,000 in cash.

Joseph Rapp, the owner of the laundromat, was taken into custody at the scene and brought to the Kingston Police Department where he was charged with the felony of Criminal Possession of Marijuana in the second degree. The City of Kingston Building Department posted premises for numerous code violations. The investigation is ongoing

Police investigate shots fired in Port Ewen

The approximate location of the shots, according to several 911 callers

Members of the Ulster County Sheriff’s Office are investigating a call for potential shots fired in the Town of Esopus.

On Tuesday, November 17, at about 7:50 p.m., numerous 911 calls were received reporting five to six possible gun shots fired in the area of the intersection of Salem and Gurney streets in Port Ewen.

The ensuing investigation suggests six gun shots were fired in rapid succession, followed by two vehicles speeding away from the area. The vehicles are believed to have traveled on Salem Street towards Mill Brook Drive in Connelly. No physical evidence has yet been located, although searches and interviews in the area are continuing. One of the involved vehicles is believed to possibly be a newer model dark colored SUV, possibly a gray Jeep Cherokee. The other involved vehicle is believed to possibly be a gray four door sedan.

Police: Ulster County man stole golf cart

On Tuesday, November 17, State Police Ellenville arrested Etienne Dodge, 31, of Wawarsing for Criminal Possession Stolen Property 3rd degree, a felony, following an investigation into a stolen golf cart.
On November 5, state police received a complaint of a stolen golf cart stolen from a local business in Accord. The golf cart was valued at $5,000. After an extensive investigation and numerous interviews the golf cart was located at Lower Jennybrook Road in the town of Wawarsing on November 12. Additional investigation led troopers to Etienne Dodge.
Dodge was issued an appearance ticket returnable to the Town of Rochester Court on December 9 at 6 p.m.
